If the inflow within the specified periods is less than the minimum water flow requirement, only the inflow shall be released as the minimum water flow and the power plant shall not be in operation. The power plant shall be operated as smoothly as possible, and operation shall be adapted to the inflow and available reservoir volume. Typical start/stop operation or power operation over 24 hours shall not occur.
